I’m sorry you guys are having a rough time. I know how worrying it is when you wonder “what is wrong with my child?” Sensory issues (bothered by lound noises, etc.) can often be related to food intolerances, particularly gluten (in wheat, rye, barley, oats), casein (in all dairy) and soy. I know your daughter is still very young and likely not on solids, but she can still get these proteins through breast milk if she is nursing. There can be other causes as well. Did the noise sensitivity and glazed look start at any particular time or has that always been an issue (since birth)?
My son Ben has sensory issues that have improved dramatically since removing certain foods from his diet, and treating him for gastrointestinal yeast overgrowth. He had reflux as a baby and milk/soy protein intolerance/allergy as well, and so does my daughter Paige (still).
